Diese Europäische Norm legt Anforderungen fest und schreibt ein Verfahren vor, nach dem eine für die Markteinführung von Verpackungen oder verpackten Produkten verantwortliche Person oder Organisation (der Inverkehrbringer) die Anwendung der fünf Verpackungsnormen (nach Mandat) und eines CEN-Berichts (nach Mandat) in zwei Teilen kombinieren kann.
