Norma platí pro neprůbojné pojistné armatury a jejich příslušenství pro bezpečnostní techniku a ochranu technologických zařízení sloužících ke skladování, rozvodu a zpracování hořlavých plynů, par a kapalin. stanoví názvosloví, roztřídění, technické požadavky a zásady použití těchto armatur. (Zařízení, jejichž projekty byly započaty před účinností této normy není třeba upravovat. Pro zkoušení pojistných armatur platí ČSN 13 6650.) K poměrně stručné normě je připojena velmi rozsáhlá informační příloha (16 stran), v níž jsou uvedeny příklady použití a umístění neprůbojných pojistných armatur a doplňujícího zařízení. ČSN 13 6651 byla schválena 27.4.1989 a nabyla účinnosti od 1.1.1990. Nahradila ČSN 13 6651 z 30.6.1965
