Norma platí pro metody zkoušek sériově vyráběných tabulových nůžek s mechanickým nebo hydraulickým pohonem. Normalizovaná měření se týkají technických parametrů stroje. Hygienické ani vysloveně bezpečnostní parametry se nezkoušejí. ČSN 21 0387 byla schválena 8.12.1986 a nabyla účinnosti od 1.4.1988. Nahradila ČSN 21 0387 z r.1974, oproti níž je zpřesněn způsob měření a doplněna další měření.
"Změnou a)-11/1988" se s účinností od 1.1.1989 tato norma vztahuje i na výrobky z dovozu a dále provádí jedna drobná změna textu
