Norma stanoví všeobecné technické požadavky a zkoušení pro kladiva a palice. Je doplněna nákresy s názvoslovím a tabulkou pro upevnění násady. Jsou normalizovány i zkušební metody. ČSN 23 0101 byla schválena 21.2.1975 a nabyla účinnosti od 1.9.1976. Nahradila ČSN 23 0101 z 15.1.1959 a ČSN 23 0102 z 16.3.1966. "Změnou a)-1/1979", se s účinností od 1.5.1979 provádí v normě úpravy textu čl. 4, 5 a 8. "Změnou b)-9/1980", se s účinností od 1.1.1981 opět mění text čl. 8, který se týká zejména násad (topůrka). "Změnou c)-11/1987", se s účinností od 1.1.1988 ruší poslední věta druhého odstavce čl. 8, týkající se způsobu zaražení klínku do topůrka
