Tato norma stanoví podmínky pro projektování, konstrukci, výrobu a zkoušení drážních vozidel určených pro provoz na tramvajových drahách se jmenovitým trakčním napětím 600 V nebo 750 V, používaných pro hromadnou přepravu osob. Tramvajová vozidla (dále jen "vozidla"), jejichž typ byl schválen před vydáním této normy, se posuzují podle dosavadních předpisů. Na vozidla, jejichž typ byl schválen před vydáním této normy a u nichž je prováděna modernizace nebo rekonstrukce v rozsahu vyžadujícím nové schválení typu, se tato norma vztahuje pouze na části dotčené modernizací nebo rekonstrukcí
