Norma stanoví zásady výpočtu ukazatelů spolehlivosti (bezporuchovosti a pohotovosti) kompletních druhů železničních zabezpečovacích zařízení a jejich požadované hodnoty, metody ověřování ukazatelů spolehlivosti objektů a určování pohotovosti kompletních zařízení. Norma platí pro všechny druhy železničních zabezpečovacích zařízení podle ČSN 34 2600 a jejich části, které byly zavedeny po dni účinnosti této normy. Jsou normalizovány např. zásady výpočtu ukazatelů spolehlivosti, metody jejich ověřování, požadované hodnoty ukazatelů spolehlivosti a další. ČSN 34 2617 byla vydána v prosinci 1992
