Norma platí pro stanovení hmotnostní koncentrace cementu a kameniva v obyčejném hutném betonu, pokud beton a jeho základní složky svým charakterem a dostupností odpovídají některému v normě uvedenému zkušebnímu postupu. Stručně jsou normalizovány značky, všeobecné zásady, vzorkování a podrobně pak zkušební postupy včetně výpočtů hmotnostního podílu cementu a kameniva a hmotnostní koncentrace cementu a kameniva v betonu. ČSN 73 1323 byla schválena 26.6.1989 a nabyla účinnosti od 1.4.1990. Nahradila ČSN 73 1323 z r.1968
