Norma stanoví požadavky na provedení a vlastnosti obuvi, pokud předmětová norma na příslušnou obuv nestanoví jinak. Dále stanoví metody zkoušení, kterými se zjišťuje, zda obuv odpovídá stanoveným požadavkům. Norma obsahuje i specifické požadavky na provedení a vlastnosti sériově vyráběné obuvi pro diabetiky. Norma je vhodná i pro hodnocení obuvnických polotovarů (např. svršků, podešví, stélek). Norma se nevztahuje na obuv použitou, individuálně zhotovovanou ortopedickou obuv, osinkovou obuv, divadelní obuv a obuv, která má povahu hraček.
