Účelem této normy je vytvořit charakteristiky a pravidla shody požadované pro systematický popis organizace a obsahu terminologického systému ve zdravotnictví. Evropská norma byla vytvořena proto, aby vytvořila podmínky pro tvorbu specifických norem na kategorizaci struktur pro jednotlivé předmětné oblasti ve zdravotnictví s minimem požadavků na podporu smysluplné výměny informací. Smyslem normy je ulehčit vytváření nových terminologických systémů, usnadnit jejich údržbu, zvýšit konzistenci a souvislost existujících terminologických systémů, umožnit systematické křížové odkazy mezi různými položkami terminologických systémů.
