Směrnice o obalech a obalových odpadech (94/62/EC) stanovuje požadavky na obal, aby mohl být považován za využitelný. Tato norma tyto požadavky rozvádí s ohledem na energetické využití. Evropská norma EN 13427 stanovuje postup pro společné použití této normy se čtyřmi dalšími normami na podporu tvrzení, že obal, který má být uveden na trh, splňuje základní požadavky podle dané směrnice EU. Tento dokument stanovuje požadavky na obal, aby mohl být klasifikován jako energeticky využitelný a uvádí postupy pro posouzení shody s těmito požadavky. Působnost tohoto dokumentu je omezena na oblast, která leží pod kontrolou dodavatele.
