Tato norma je harmonizovanou evropskou normou pro speciální cement jehož průběh hydratace i vlastnosti jsou odlišné od cementů pro obecné použití. Hydratace spočívá na vzniku převážně hlinitanů vápenatých. Vývoj pevnosti v tlaku probíhá rychleji a zachování dlouhodobě trvalé pevnosti je podmíněno řadou okolností, zejména pak přípravou a zpracováním hlinitanového betonu, teplotou a vlhkostí. Dosahování vysokých pevností hlinitanového cementu a betonu v krátkém časovém období jej předurčuje pro stavební práce, kde mohou být tyto vlastnosti využity při zachování požadovaných podmínek hydratace. Obsáhlá informativní příloha A obsahuje pokyny pro používání hlinitanového cementu v betonu a maltě.
