stanovuje zásady a požadavky na bezpečnost, použitelnost a trvanlivost konstrukcí, popisuje zásady pro jejich navrhování a ověřování a uvádí pokyny pro související hlediska spolehlivosti konstrukcí. ČSN EN 1990 vychází z koncepce mezních stavů ve spojení s metodou dílčích součinitelů. Jsou zde uvedeny zásady pro stanovení zatížení a jejich účinků na konstrukci, zásady pro určení odolnosti konstrukce. ČSN EN 1990 poskytuje informace o managementu spolehlivosti staveb, o zásadách navrhování metodou dílčích součinitelů, o spolehlivostních metodách a o zásadách navrhování pomocí zkoušek. ČSN EN 1990 se má používat společně s EN 1991 až EN 1999 pro navrhování konstrukcí pozemních a inženýrských staveb včetně geotechnických hledisek, pro navrhování konstrukcí na účinky požáru, v situacích zahrnujících zemětřesení, výstavbu a dočasné konstrukce. ČSN EN 1990 lze použít pro navrhování konstrukcí, kde se uplatňují jiné materiály nebo zatížení, které nejsou v ČSN EN 1991 až ČSN EN 1999. ČSN EN 1990 lze použít pro hodnocení existujících konstrukcí, při návrhu oprav a úprav nebo při posouzení změn využití konstrukcí. V některých případech mohou být nezbytná doplňující ustanovení.
