V normě jsou uvedeny obecné zásady a hodnoty zatížení pro navrhování konstrukcí zásobníků pro skladování zrnitých tuhých látek a nádrží pro skladování kapalin, včetně účinků rozdílů teploty a rozdílného sedání skupin zásobníků. Obsahem pravidel pro navrhování zásobníků jsou důležitá omezení geometrická, dále podmínky pro skladované tuhé látky i plnění a vyprazdňování zásobníků. Výjimku platnosti normy představují výsypky zvláštních tvarů, zejména s asymetrickou geometrií. ČSN EN 1991-4 má podstatně větší věcný obsah než ČSN 73 5570:1978 i ČSN P ENV 1991-4:1998. Jsou v ní návody k posouzení účinku všech běžných typů zatížení na konstrukce zásobníků.Pro zvláštní případy zatížení a konstrukčního uspořádání obsahuje reference k postupům jejich řešení. Ve vztahu k normativním dokumentům, s nimiž ČSN EN 1991-4 obsahuje styčná témata, však není předmětná norma konfliktní.
