Norma se používá pro navrhování konstrukcí pozemních a inženýrských staveb z prostého, železového a předpjatého betonu, a to jak z normálního hutného betonu, tak z hutného betonu s pórovitým kamenivem. V normě jsou uvedeny zásady a požadavky týkající se bezpečnosti a použitelnosti konstrukcí. Norma vychází ze zásad pro navrhování konstrukcí, které jsou uvedeny v EN 1990 a odvolává se v oblasti zatížení na EN 1991, v oblasti zakládání na EN 1997, popř. u staveb umístěných v seismických oblastech na EN 1998. Zásady navrhování konstrukcí uvedené v EN 1992-1-1 se týkají pouze požadavků na únosnost, použitelnost, trvanlivost betonových konstrukcí. Další požadavky, např. požadavky na tepelnou a zvukovou izolaci, se zde neuvažují. U staveb s možností vystavení účinkům požáru se norma odvolává na EN 1992-1-2.
