Předmětem této části je stanovení podmínek a metod měření dekódovacích jednotek MAC/paket. Účelem této části není stanovení mezních hodnot rozličných parametrů dekodéru. Dekodér může být připojen buď k výstupu ladicí jednotky nebo může být součástí této jednotky. Vstupní signál je obrazový signál v základním pásmu, zakódovaný podle jedné z norem MAC: D-MAC/paket; D2 MAC/paket.
