Tato Část IEC 61663 se týká ochrany před bleskem telekomunikačních vedení v instalacích s optickými kabely. Účelem je omezení počtu možných primárních poruch vznikajících v optických kabelech ve specifikovaných instalacích na hodnoty, které jsou nižší nebo rovné mezní hodnotě, označené jako přípustná četnost primárních poruch.
