Norma obsahuje identické znění EN 62056-46:2002 (idt IEC 62056-46:2002). Norma specifikuje vrstvu datového spoje pro spojově orientovaný asynchronní komunikační profil založený na HDLC. Přehledně uvádí specifikaci LLC a MAC podvrstvy, úlohu LLC podvrstvy, specifikaci služeb a protokolů pro podvrstvy LLC a MAC a služby fyzické vrstvy používané MAC podvrstvou. Příloha B uvádí realizaci datových modelů a protokolů při výměně dat elektroměrů. Tabulkovou formou jsou mj. uvedeny přechody stavů LLC podvrstvy u klienta a serveru.
