Norma specifikuje metodu hodnocení stupně puchýřkování nátěrů porovnáním s obrazovými standardy, které znázorňují puchýřky o velikostech 2, 3, 4 a 5 a každou tuto velikost v množství (hustotě) 2, 3, 4 a 5. Norma navazuje na ČSN EN ISO 4628-1, která definuje systém označování množství a velikosti defektů a intenzity jednotných změn vzhledu nátěrů a uvádí obecné principy systému. Klasifikace jiných defektů je popsána v ostatních částech ČSN EN ISO 4628. Kromě vizuálního porovnání lze stupeň puchýřkování hodnotit pomocí optického zobrazení. K tomu se použijí kalibrační obrazy uvedené v příloze A
