Tato norma stanovuje požadavky pro software systémů I&C využívající počítače jaderných elektráren vykonávajících funkce bezpečnostní kategorie A, jak je definováno v IEC 61226. Podle definice v IEC 61513 systémy I&C bezpečnostní třídy 1 jsou v zásadě určeny k podpoře funkcí kategorie A, ale mohou také podporovat funkce nižších kategorií. Avšak požadavky na systém jsou vždy určeny funkcemi nejvyšší používané kategorie. Tato norma stanovuje požadavky k dosažení vysoce spolehlivého softwaru. Zabývá se všemi stadii jeho vývoje a dokumentace, včetně požadavků, specifikací, návrhu, verifikace, validace a provozu.
