Tato norma stanoví servisně orientovanou architekturu (SOA) pro realizaci webových služeb ITS (inteligentní dopravní systémy). Chování webové služby je popsáno na úrovni metadat (tzn. vyšší úrovni abstrakce), aby bylo umožněno automatické generování programu jak na straně uživatele služby (žadatele o službu), tak i poskytovatele služby. Norma popisuje tři hlavní entity webových služeb a jejich interakce: poskytovatele služby, žadatele služby a datový registr. Poskytovatel služby komunikuje s registrem za účelem publikace poskytované služby a uživatel služby komunikuje s registrem kvůli nalezení poskytovatele hledané služby. Komunikace probíhá prostřednictvím dialogu univerzálního popisu, zpřístupnění a integrace (UDDI) a odkazu na koncový bod (EPR). Jakmile uživatel služby nalezne poskytovatele služby, přihlásí se k službě prostřednictvím protokolu SOA
