Norma předpisuje metodu pro stanovení dynamické tlumicí účinnosti lehčených pryží a lehčených plastů pevných a poddajných měřením vrcholové hodnoty zpomalení padajícího kladiva na zkušební vzorek. Cílem popsané zkoušky je kontrola jakosti, dále platí, že se tento typ zkoušek používá ke zjištění údajů nezbytných k realizaci projektu. Další údaje jsou uvedeny v příloze A. Metoda popsaná v této normě je určena pouze pro materiály používané v balení. Nejde tedy o zkoušení materiálů z hlediska tlumení účinků vibrací, působících na člověka. ČSN ISO 4651 (77 0811) byla vydána v říjnu 1992. Nahradila ČSN 77 0811 z 19.5.1981
