Tato mezinárodní norma specifikuje dva kódované soubory znaků hebrejštiny. a) Soubor 1: 78 znaků zahrnuje 74 základních znaků používaných v hebrejských textech, tři ligatury používané pouze v jazyce jidiš a jednu tečku používanou pouze v jazyce judeo-španělském. b) Soubor 2: 51 dalších znaků používaných v některých starších hebrejských textech v kombinaci se základními znaky. Tyto soubory se týkají výměny informací v následujících jazycích: stará a moderní hebrejština, jazyk jidiš, jazyk ladino/judezmo (judeo-španělský), a v dalších jazycích používající hebrejštinu jako judeo-arabský, judeo-perský, judeo-řecký, judeo-italský atd
