Diese Internationale Norm enthält Anforderungen an die Kompetenz, die einheitliche Arbeitsweise und die Unparteilichkeit von Zertifizierungsstellen für Produkte, Prozesse und Dienstleistungen. Zertifizierungsstellen, die nach dieser Internationalen Norm arbeiten, müssen nicht alle Arten von Zertifizierungen für Produkte, Prozesse und Dienstleistungen anbieten. Zertifizierung von Produkten, Prozessen und Dienstleistungen sind Konformitätsbewertungstätigkeiten durch eine dritte Seite (siehe ISO/IEC 17000:2004, Definition 5.5). In dieser Internationalen Norm kann der Begriff "Produkt" als "Prozess" oder "Dienstleistung" verstanden werden, ausgenommen in denjenigen Fällen, in denen eigene Bestimmungen für "Prozesse" oder "Dienstleistungen" angegeben werden (siehe Anhang B).
