An International Railway Solution (IRS) is a document drawn up by consensus, applied on a voluntary basis, and aims to facilitate and harmonise railway operations. IRSs are gradually replacing UIC leaflets.
This IRS sets the requirements for the composition and braking of cross border freight trains according to their braking regime and maximum speed, with the aim of speeding up operations at borders and transfer points.
Appendix B outlines a methodology for the statistical analysis of the safety level of new train compositions relative to established reference systems. The goal of this method is to create a harmonised approach for the definition of composition rules, as well as unify national authorisations.
It is addressed to Railway Undertakings (RUs) and to Infrastructure Managers (IMs).
