Dieser Teil von IEC 60268 definiert das Modell, die Prüfsignale, die Messung und die Vorhersageverfahren des STI. Ziel dieses Dokuments ist die Bereitstellung eines umfassenden Handbuchs für alle Anwender des STI-Modells in den Bereichen Audio, Kommunikation und Akustik. Dieses Dokument definiert keine STI-Kriterien für die Zertifizierung von Übertragungskanälen (z. B. Kriterien für eine Sprachalarmanlage), in Anhang G werden jedoch einige typische Anwendungswerte aufgeführt. Jedes Messverfahren hat seine Grenzen und der Leser wird ausdrücklich auf die Abschnitte verwiesen, in denen diese Grenzen wie z. B. private Kommunikation, Echo und digitale Sprachkompression (Vocoder) behandelt werden. Der Einfluss von schwankendem Geräusch auf den STI wird in diesem Dokument nicht behandelt, 7.13 und 8.9.3 enthalten jedoch einige allgemeine Hinweise zum Umgang mit diesem komplexen Thema.
