Diese Technische Spezifikation gilt für alle Anbieter von Betreutem Wohnen, ungeachtet der Rechtsform des Eigentümers und ungeachtet der Finanzierungsform durch öffentliche oder private Träger. Ihr vorrangiger Zweck ist das Verbessern und Aufrechterhalten von Mindestanforderungen an die Dienstleistungen des Betreuten Wohnens und nicht der Gestaltung oder Spezifikation des Gebäudes. Diese Technische Spezifikation gilt vorrangig für neu errichtete betreute Wohnanlagen. Wo die Rahmenbedingungen dies zulassen, können die Anbieter diese auch auf bestehende Anlagen anwenden. Diese Technische Spezifikation bezieht sich ausschließlich auf Einrichtungen des Betreuten Wohnens für ältere Menschen, die in einer betreuten Wohnanlage leben. Sie gilt nicht für Dienstleistungen in Pflegeheimen.
