Der Anwendungsbereich dieser Vornorm erstreckt sich auf die DSRC zwischen fix installierter Ausrüstung auf der Straße und mobiler Ausrüstung in den Fahrzeugen, jedoch nicht auf die Fahrzeug-Fahrzeug-Kommunikation oder die Kommunikation zwischen fix installierten Ausrüstungen verschiedener Instanzen. Dazu wird ein Satz von Parameterwerten sowie eine eindeutige Identifikation zur Initialisierung zwischen fixer und mobiler Ausrüstung definiert. Zusätzlich wird eine Vielzahl verschiedener RTTT-Anwendungen unterstützt. Diese Vornorm ist auch als Ergänzung zu verwandten Normen für die DSRC-layers 1,2 und 7 des OSI-Modelles zu sehen.
