Sie legt sicherheitstechnische Anforderungen an Inline-Skates, Anforderungen an Prüfverfahren, Kennzeichnung und Herstellerinformation fest, die bei bestimmungsgemäßer Anwendung die Verletzungsgefahr für Dritte und die Benutzer verringern sollen. Inline-Skates für einen Benutzer bis 20 kg gehören nicht zum Anwendungsbereich dieser Europäischen Norm. Sie sind Spielzeug. Diese Norm gilt nicht für Rollschuhe nach EN 13899.
