Diese ÖNORM gilt für Heizkessel und Brenner, die mit einem Gebläse ausgestattet sind einschließlich sämtlicher Bauteile, die vom Hersteller für den vorgesehenen Betrieb des Kessels festgelegt sind. Diese ÖNORM gilt auch für Heizkessel ohne Brenner. Behandelt werden die erforderlichen Definitionen, die Systemgrenzen, die Messungen zur Bestimmung der elektrischen Leistungsaufnahme und, falls anwendbar, den wasserseitigen Widerstand zur Bereitstellung der elektrischen Hilfsenergie für z. B. ölbefeuerte Gebläsebrenner oder Heizkessel mit Gebläsebrenner deren Nennwärmeleistung nicht größer als 10 MW und mit einer maximalen Betriebstemperatur von 110 °C ist.
