Diese Europäische Norm legt die Anforderungen an die Konstruktion, Funktion und Schutzverpackung von Feuerwerkskörpern der Kategorie 4 fest, wie in EN 16261-1 aufgeführt. Diese Europäische Norm gilt nicht für Gegenstände, die pyrotechnische Sätze aus einem der folgenden Stoffe enthalten: - Arsen oder Arsenverbindungen; - Polychlorbenzole; - Blei oder Bleiverbindungen; - Quecksilberverbindungen; - Weißen Phosphor; - Pikrate oder Pikrinsäure. Diese Europäische Norm gilt nicht für Gegenstände, die militärische Sprengstoffe oder handelsübliche Sprengstoffe mit Ausnahme von Schwarzpulver oder Blitzsätzen enthalten. Außerdem sollten alle europäischen Verordnungen hinsichtlich verbotener Stoffe berücksichtigt werden.
