V tejto časti IEC 61347 sa špecifikuje osobitné bezpečnostné požiadavky na zapaľovacie zariadenia (štartéry iné než tlejivkové a zapaľovače) žiariviek a iných výbojoj napájané striedavým prúdom do 1 000 V pri 50 Hz alebo Hz, ktoré produkujú zapaľovacie impulzy neprevyšujúce 100 kV a používajú sa v spojení so svetelnými zdrojmi a predradníkmi zahrnutými do IEC 60081, IEC 60188, IEC 60192, IEC 60662, IEC 60901, IEC 61167, IEC 61195, IEC 61199, IEC 61347-2-8 a IEC 61347-2-9.
