Norma platí pro zkoušení, dodávání a prověřování dodávek motorových lokomotiv nezávislé trakce určených pro provoz na tratích o rozchodu 1435 mm. Norma navazuje na ČSN 28 0111, kde jsou specifikovány (uvedeny) technické požadavky. Jsou předepsány zkoušky na místě, na zkušební trati, při záběhu a revize elektrických zařízení podle ČSN 34 3800. ČSN 28 0112 byla schválena 13.12.1985 a nabyla účinnosti od 1.10.1986. Nahradila ČSN 28 0112 z 9.1.1963
