Norma je překladem IEC 496:1975 včetně změny 1:1997. Platí pro elektrické ohřívací desky pro domácnost a pro podobné účely (tj. i na jiných místech než v domácnosti, např. v restauracích, kavárnách, čajovnách malých hotelech, ale jen tehdy je-li způsob používání srovnatelný s použitím v domácnosti). Cílem této normy je stanovit a definovat základní funkční vlastnosti elektrických ohřívacích desek, které jsou z hlediska uživatele důležité a popsat normalizované metody na měření těchto vlastností. Tato norma se netýká ani bezpečnostních ani funkčních požadavků. ČSN 36 1060 část 12 byla schválena 10.5.1991 a nabyla účinnosti od 1.9.1992
